The Qingdao government has signed an agreement with the Harbin Institute of Technology to jointly construct the HIT technology park. The park, which will be completed by 2017, will include the HIT Academy of Industrial Technology Research as well as a Sino-Russian talent exchange and scientific cooperation base. It will also host the HIT Qingdao Technology Commercial Application Base.
