I don't think that municipal planners envisaged the extent of rural migration to the cities. This migration has required more housing to be built quickly and in the interests of expedience, the related infrastructure wasn't thought of. This, in turn, has had a follow on effect causing issues such as the one presented here. I remember downpours in Guangzhou, and basement car parks flooded to street level. I remember being a bus, with my lady, and the driver drove through a very deep flooded section of a road. The water came right up into the bus, which stalled, and the passengers had to get out in waist deep water.
