MOSCOW -- Russian President Vladimir Putin has supported the approval of a draft agreement between Russia and Crimea to make the latter part of Russia.

Putin considered it "practical to sign the Agreement at the highest level" and instructed Russian authorities to approve the agreement, said a order posted on the official online portal of legal information.

Putin is set to address the Federal Assembly, both houses of the parliament, on Tuesday afternoon over the Crimea's accession.
