Guangdong sees no big change in population policy

Guangdong, the most populous province in China, will try to maintain a low fertility level and control the population to about 111 million by 2015, according to a document recently issued by the provincial authority.

That means the family planning policy will see no big changes within the next five years, Zhang Feng, head of the provincial population and family planning commission, told Nanfang Daily. The family planning work has made great progress by shifting focus from quantity control to structure and quality control of the population, he added.

Still, Guangdong faces big challenges in population control. The latest census conducted in 2010 showed that Guangdong has a permanent population of 104 million, up 20.7 percent compared to 86.4 million in 2000, growing faster than the national average. There are two reasons for the rapid growth: more people from other regions migrate into the province and the children of the floating population are taken into the census.
